What we do
Embedding Fellows and Scholars in city projects to improve services, strengthen infrastructure, and advance equity across Baltimore.
The Nexus Harbor Government Service Corps (GSC) is a co-hosted initiative between the City of Baltimore’s Mayor’s Office of Performance & Innovation (OPI), Nexus Harbor at Johns Hopkins University, and other regional higher education institutions. It mobilizes student talent, faculty expertise, and community insight to deliver high-impact solutions for city agencies.

Challenge Definition
City Leads
The Mayor’s Office of Performance & Innovation (OPI) identifies high-priority civic challenges in collaboration with agencies and community stakeholders.
Academic Partners Support
Fellows (faculty or experienced practitioners) and Scholars (undergraduate or graduate students) are matched to projects, with Agency Mentors assigned from city departments.

City Led
Fellows provide expertise and leadership, Scholars apply academic skills, and Agency Mentors offer operational guidance, working together with community input to co-develop solutions.
Academic Partners Support
Teams design, test, and refine solutions, presenting outcomes to agency leadership and sharing results through a civic knowledge commons for replication and scaling.
